GOVERNMENT: Weekly Review. Fight with wildfires in spotlight of Kazakh Government. PM held session to discuss 'SamrukKazyna' Fund's H1, 2010 resultsBesides reduction of harvest, the hot and dry summer of 2010 caused one more problem – wildfires, the total area of which reached 4 thousand hectares. Vice Minister of Emergencies Valery Petrov said it at the Government’s telephone conference on Monday.

In this connection, Head of the Government Karim Massimov charged the Emergencies Ministry to study Russia’s experience in firefighting.

“It is important to study the experience of the Russian Federation in liquidating wildfires”, K. Massimov said.

He stressed that the governors of the regions, central and local executives, as well as heads of national companies and other organizations had to observe fire safety rules. First Vice Prime Minister Umirzak Shukeyev confirmed that most wildfires are caused as a result of carelessness of businessmen – timber cutters. He proposed to examine their activity on readiness for fire-dangerous season. According to Shukeyev,  national and regional headquarters for wildfires liquidation will be established. In turn, V. Petrov proposed to purchase special Be-200 amphibious aircrafts used by Russia. He also noted that the equipment used by the Ministry of Emergencies today got old and time came for renovation of the autopark.

Executive Secretary of the Ministry of Agriculture said, the Government of Kazakhstan would not limit grain export this year. Despite draught, Kazakhstan possesses enough grain both for sale on the domestic and foreign markets.

On Monday Minister of Internal Affairs Serik Baimagambetov held a conference with the heads of internal affairs departments of the city of Almaty, Almaty oblast and South Kazakhstan oblast. The meeting was held for fulfillment of the President’s instructions given in Akorda last week. The Minister stressed importance of the measures directed on fulfillment  of the President’s order to enhance fight with organized crime, drug-business, illegal traffic in weapons, prevention of law offences in the streets and other public places. Besides, he drew the meeting participants to the problem of safety on the roads and observance of legality while considering the citizens’ claims.

On Tuesday, August 10, Prime Minister K. Massimov met with Minister of Foreign Affairs of Japan Katsua Okada to discuss further development of the Kazakh-Japan trade-economic interaction as well as to exchange views on current situation of global economy.

On the same day the Prime Minister participated in a conference held by the President on reforming the law-enforcement system of the country. The President charged the Government to submit a bill on reforming the law-enforcement system in order to bring it into compliance with the international standards. K. Massimov reported on the work conducted in each of the directions outlined in the President’s Address to the Nation.

On Thursday, August 12, an enlarged sitting of the Board of SamrukKazyna National Welfare Fund took place. Head of the Fund Kairat Kelimbetov as well as top officials of the Fund’s subsidiary companies made reports on the results of work in the first half of 2010. Prime Minister K. Massimov chaired the sitting.

In his report Kairat Kelimbetov noted that in 2010 due to adoption of the country’s Forced Industrial-Innovative Development Program, the Fund focuses today on diversification of economy through enhancement of its investment activity. SamrukKazyna is given a key role in realization of the projects under the State Forced Industrial-Innovative Development Program. According to Kelimbetov, net profit of the Fund in H1, 2010 made about KZT 200 bln.

KazMunayGas National Company JSC plans to increase its profit threefold compared to 2009 and raise it up to KZT 155 bln. President of the Company Kairgeldy Kabyldin announced it at the same session. “The plan on oil extraction in six months of the current year has been over-performed by 18%. This index made 119% against the same period in 2009. In oil processing sphere this index was over-performed by 9%”, K. Kabyldin said.

President of Kazakhstan Temir Zholy NC JSC Askar Mamin said that the Company’s income in the reporting period made KZT 286 bln. According to him, cargo turnover in H1 was 101.2 bln tons/km and passenger turnover – 6.2 bln passengers/km that is 13.6% and 5.9% higher correspondingly against the same period in 2009. He also informed of construction of a plant on assembly of passenger cars in Astana to be launched September 2010. The capacity of the plant is to make 150 cars per annum. The plant will be put into operation in December 2011.

According to a report of Chairman of the Board of Kazakhstan Development Bank JSC Gali Iskaliyev, the assets of the Bank increased by KZT 17 bln in H1, 2010 and made KZT 867 bln. New profit of the Bank in this period comprised KZT 2.5 bln. The volume of foreign loans attracted to economy of the country made USD 480 bln.

Summing up the results of the sitting, Prime Minister K. Massimov stated necessity of elaboration of a new strategy of development for SamrukKazyna Fund and its daughter companies taking into consideration the current economic situation and the new tasks set by the Head of the State.
