Kyrgyzstan's political crisis became serious test for OSCE - N. NazarbayevThe political crisis in Kyrgyzstan has become a serious test for the OSCE. President Nursultan Nazarbayev has said it opening the informal summit of the OSCE Foreign Ministers today.

According to N. Nazarbayev, underdeveloped economy, poverty, weakness of power and instability of democratic institutions became the major reasons of the riots in the country within the past five years.

As the President noted, Kazakhstan’s efforts coordinated together with the world leaders prevented in fact large-scale civil war in the country.

We consistently promote negotiations on regulation of frozen conflicts in OSCE area – Kazakh President

Six months of Kazakhstan’s OSCE chairmanship are past. During this period our country has tried to demonstrate balanced style of work in all directions and priorities within three dimensions of the OSCE in spirit of 4 Ts – Trust, Traditions, Transparency and Tolerance. Head of the State Nursultan Nazarbayev made it public at the informal meeting of the OSCE Foreign Ministers today.

“We consistently promote the talks on regulation of protracted conflicts in the OSCE area. Several meetings with the Presidents of Azerbaijan and Armenia on Nagorno-Karabakh problem were held. Kazakhstan actively supports Russian President Dmitry Medvedev’s efforts on regulation of the Azerbaijan-Armenia conflict”, the Head of the State said.

Kazakhstan to render USD 10 mln aid to Kyrgyz Republic – Nazarbayev

Kazakhstan will render USD 10 mln aid to Kyrgyzstan, Head of the State Nursultan Nazarbayev has announced it opening the second day of the OSCE Foreign Ministers’ informal meeting in Almaty oblast today.

The President noted that Kazakhstan would supply construction materials and fuel for electric power stations to the neighbor country too.

Russia and Uzbekistan have already sent humanitarian aid to Kyrgyzstan. “However, this is not enough. Two international conferences will be held in July in Bishkek and in August in Almaty for discussing this problem”, the Kazakh President said.

In this view, N. Nazarbayev called on the OSCE foreign ministers to partake in the conference.

N. Nazarbayev: Within OSCE we need new document reflecting basic principles and directions of Eurasian integration

We need a new document within the OSCE which will reflect the basic principles and directions of Eurasian integration, Head of the State Nursultan Nazarbayev said it at the informal meeting of the OSCE Foreign Ministers in Almaty today.

“While elaborating such document we must take into consideration the post-crisis realias and tendencies of the world’s development for mid- and long-term outlook. Integration of Europe and Asia will positively impact the economic development, social well-being not only of the Eurasian sub-continent but also the post-crisis development of the world in future”, N. Nazarbayev considers.

In his opinion, the OSCE must pay more attention to development of economic-ecological dimension. “The Bonn Declaration and Maastricht Strategy of the OSCE require adaptation to new conditions”, N. Nazarbayev said having confirmed his adherence to deep, consistent integration processes on the Eurasian sub-continent.

World structures including CICA gain great importance in countering modern challenges and threats – President

The informal meetings of the presidents and high officials of eight largest structures of the world including the Conference on Interaction and Confidence-Building Measures in Asia (CICA) are attached great importance in countering modern challenges and threats, President of Kazakhstan Nursultan Nazarbayev considers so.

“The entire world faces today such challenges as nationalism and religious extremism, accompanied by terrorism, drug-trafficking and trans-national crime and other problems of modernity”, N. Nazarbayev reminded. Alongside, some of these problems were left unattended and the threats to certain region in any case are interconnected with the world security issues”, the Kazakh President said.

“We should admit that it is impossible to develop one policy for Europe and another one for Asia. In a long-term plan stability on this space can be ensured through establishment of  a Trans-Asian security system”, N. Nazarbayev stated.

New OSCE Strategy for Afghanistan needed – President

Today opening the informal meeting of the OSCE Foreign Affairs Ministers in Almaty oblast President of Kazakhstan Nursultan Nazarbayev noted necessity of development of a new strategy for Afghanistan within the OSCE.

“All of us are concerned over the problem of Afghanistan. There is no doubt that we need a new OSCE strategy regarding this country”, N. Nazarbayev said.

According to the Head of the State, “the world community must enhance its efforts on rehabilitation of this long-suffering country”. In his opinion, the initiative approved at the conference in London providing for region-by-region transfer of responsibility for security in this country is very important.

“Kabul’s efforts to stop bloodshed in the country through re-integration of all representatives of political forces including Taliban in peaceful life deserve support. Whether we like it or not, they are native Afghan people and make an integral part of the population. They should live in peace and build their further life”, the President said.

Kazakhstan to spend USD 50 mln for teaching Afghan youth

Kazakhstan is ready to teach 1, 000 Afghan students at its universities free of charge. President Nursultan Nazarbayev announced it at today’s OSCE Foreign Ministers informal meeting. For this aim Astana will allocate  USD 50 mln soon. According to the Head of the State today Afghanistan needs highly-qualified staff for the development of the country.

“We think that training highly-qualified staff for various sectors of economy is what Afghanistan needs today most of all. Therefore Kazakhstan has set to implementation of an educational program for Afghan students in its universities. The cost of the project will make USD 50 mln. In accordance with it 1, 000 Afghan students are expected to obtain education in the Kazakh higher-educational institutions in 2010-2018”, the President informed.

“Teaching Afghan youth we will make a great contribution to revival of Afghanistan as well as in reduction of spread the ideology of extremism and terrorism”, the President stressed.

Nazarbayev: New supra-national currency needed for more stable macroeconomic development

We need introduction of a new supra-national currency for more stable macroeconomic development, President Nursultan Nazarbayev said today at the OSCE  Foreign Ministers informal summit.

“The world has elaborated  several scenarios of further development of global economy. However, there is no common picture of the world’s development yet”, the Kazakh President noted.

“The situation is worsened by ecological problems, climate change, the problems of inequality, food security etc”, he added.

“In a new model of financial-economic architecture we should create such a system of regulation and control over the financial markets which will prevent defective distortion of the world currency, speculative flow of “air resources”, crediting  consumption of the developed countries by developing ones”, N. Nazarbayev said.

The problems of crisis and anti-crisis measures were widely discussed at the recent economic forum in Astana. “To my mind, the OSCE must give more attention to development of economic-ecological dimension”, said the President in this view.

There is urgent need in cultural, civilization and inter-faith dialogue in OSCE responsibility area – President

Today the OSCE responsibility area feels need in cultural, civilization and inter-faith dialogue, Kazakh President Nursultan Nazarbayev considers so.

Today the world community including the OSCE states faces many problems connected with ethnic and religious tolerance.

“Kazakhstan as a multi-national and multi-confessional country adheres to the ideas of inter-cultural, inter-civilization dialogue and stands for active usage of the OSCE potential for effective overcoming nationalism, religious intolerance, racism, xenophobia and anti-Semitism”, said the President.

The problem of tolerance will be in spotlight of Kazakhstan’s chairmanship in the OSCE in 2010 and in the OIC in 2011.

The Kazakh Leader also noted successful results of the  OSCE High-level Conference on Tolerance and Non-discrimination held in Astana last month which prove importance of exchange of experience in inter-ethnic and inter-faith harmony provision.

“I suppose we must together analyze seriousness of the policy of tolerance over the past decades and develop a common document which can be entitled “OSCE – towards Tolerance in New Decade”, N. Nazarbayev said  at the OSCE Foreign Ministers informal meeting in Almaty oblast today.
