OSCE can reach new development level and become more effective structure - N.NazarbayevFor the first time in the history of the Central Asian state Kazakhstan chairs the Organization for Security and Co-operation in Europe (OSCE). President Nursultan Nazarbayev has said it at the opening of the IX Eurasian Media Forum in Almaty on Tuesday, April 27.

“We carry out this high mission with well-defined objectives which are backed by all OSCE member states. The motto of our chairmanship is four ‘T’. The first ‘T’ means ‘trust’, the second one – ‘tradition’, the third – ‘transparency’, and the fourth – ‘tolerance’. We think that the OSCE should take active part in formation of new security architecture. As you know, we have proposed to hold the OSCE Summit in Astana and this idea was supported by all member states. We are grateful for this support”, the Head of the State noted.

It was noted that such event has not been held since 1999, after the Istanbul Summit. “At present we together proceed to a work over an agenda of the upcoming top meeting”, N.Nazarbayev said. According to him, it is necessary to discuss the most topical security issues in the OSCE responsibility area, situation in Afghanistan and the tolerance issues.

In the President’s opinion, organization of the OSCE Summit in Astana will be an important event appealed for the Helsinki spirit revival in new historic conditions. “Today effective  adaptation of the Organization to complicated conditions of the XXI century is necessary. Founded in the ‘cold war’ period, the OSCE is able to reach a new level of development, to become more effective structure which ensures the whole complex of modern security. We can do it only by joining efforts of all Organization participants. Kazakhstan as the OSCE chairman is ready to act for the sake of collective goals and common interests through expanding our contacts”, N.Nazarbayev resumed.

Basing on European experience, in particular, on practical achievements of the OSCE, Kazakhstan seeks and creates new formats, structures of cooperation and security.

One of them is the Conference on interaction and Confidence Building Measures in Asia which is notable for dynamic development and which has got the recognition on the Asian continent. Today the CICA can become a prototype of the system of collective security in Asia the aims of which coincide with the aims of the OSCE. President Nursultan Nazarbayev has said it at the IX Eurasian Media Forum in Almaty on April 27.

The Head of the State noted that in 2011 Kazakhstan would chair the Organization of Islamic Conference. As the country with dominating Muslim population Kazakhstan promotes rapprochement of the Islamic and Christian civilizations.

“Therefore we will strive for activation of the dialogue among the OSCE, the OIC and the CICA. If we succeed in it, security on the Eurasian space can become a reality. Each epoch has its own challenges; their solution ensures progress of mankind. In XXI the world faces serious threats; technical progress makes global security more vulnerable. Many countries cannot overcome growing poverty, diseases, misbalance in socio-economic development rises. The global financial crisis worsened this situation. According to the International Labor Organization the number of unemployed people in the world reached 212 mln in 2009”, Nazarbayev noted.

Due to the strategy of reforms Democratization through economic growth our country which has become the Motherland for 140 ethnic group enjoys political stability, interethnic and interfaith concord.

President Nursultan Nazarbayev has said it at the IX Eurasian Media Forum today.

“Over these years Kazakhstan has been developing and has been implementing its strategic goals. In 1997 Kazakhstan Strategy 2030 was adopted. We defined a long-term agenda, major goals and priorities of the country’s development. In the first decade of the new century we doubled the GDP volume and product release in industry. Production in agriculture was increased by 1,5 times. The incomes of the population rose by 14 times. We carried out effective reforms in the sphere of management and political system which helped strengthen our young state”, the Head of the State noted. He emphasized, that the country was able to build its new capital – Astana – only in 10 years. The city developed in the center of vast steppe and Kazakhstanis are proud of it and our guests admire it.

Kazakhstan overcame serious tests caused by the world financial crisis. “We have successfully realized the anti-recessionary program. None of large enterprises were closed; we have prevented jobs reduction. We have lowered unemployment having created more than 400,000 jobs last year. The banking sector, small and medium business, agriculture, the construction sphere received great assistance from the state”, N.Nazarbayev noted.

According to him, Kazakhstan overcame all difficulties of the world crisis using means of the National Fund and relying on its own strength. “Our economy finished the year 2009 with positive growth. And now this tendency strengthens. Following the results of the first quarter the country’s GDP increased by 6.6 percent, export – by 60 percent, industry and trade – by 11.5 percent. Owing to timely measures restructuring of the national banks debts was completed, and the banking sphere was stabilized”, he said.

Nazarbayev: Kazakhstan – reliable bridge to economic space of CIS, Customs Union, Caspian region and Central Asia

Kazakhstan is a reliable bridge to the economic space of the CIS, the Customs Union, Caspian region and Central Asia for investors. Head of the State Nursultan Nazarbayev said it at the IX Eurasian Media Forum in Almaty on April 27.

“Positive changes in economy will be accompanied by dynamic growth of the Kazakhstanis’ living standards. We know there are many problems on the way to building a prospering society. Our development plans are directed on this goal. We solve, first of all, the tasks on development of the Kazakhstani system of education and healthcare and conduction of legal reforms”, the Kazakh Leader said.

“Today the world community expresses interest in the Kazakhstan way of development. We enjoy respect of the world because we have established a regional empire with strong economy and firm positions in international community. We value our status and take ambitious steps for its strengthening. Our experience can serve as an example for many transient countries of the world”, Nazarbayev noted.

In his speech N. Nazarbayev touched upon also the situation in Kyrgyzstan. “Over five years the country has faced two serious political crises which demonstrated that it is impossible to avoid cataclysms if the problems of the nation’s wellbeing, its security, inter-ethnic and inter-faith harmony are not solved”, the President said.

N. Nazarbayev pointed out that being the presiding country of the OSCE Kazakhstan took an active part in earliest solution of the Kyrgyz problem. “We will continue providing humanitarian and economic aid to our brother nation. At the same time I call on all political forces of Kyrgyzstan  for ensuring peace, rehabilitation of stability , law order as soon as possible”, he emphasized.

Kazakhstan proceeds to realization of Industrial-Innovative Development Program till 2020 – President


“This year we have proceeded to implementation of a new Program of Industrial-Innovative Development till 2020”, President of Kazakhstan Nursultan Nazarbayev has said at the opening ceremony of IX Eurasian Media Forum in Almaty today.

“This is a vitally important project for Kazakhstan. Over 140 projects to the amount of USD 5 billion will be completed this year. Alongside 47 new projects with the budget of USD 26 billion will be started”, the President noted.

According to him, implementation of these projects will allow to boost Kazakh economy and improve living standards. “Today Kazakhstan has the most favorable investment climate. “Our country is a reliable bridge to the economic space of the CIS, the Customs Union, Caspian region and Central Asia for investors”, N. Nazarbayev emphasized.
