Astana for pooling efforts to improve work of the SCO RATSKazakhstan President took part in enlarged meeting of SCO Heads of State Council.

Nursultan Nazarbayev noted that the adoption of the Strategy for SCO Development until 2025 sets clear targets and prospects for further strengthening of the Organization. In particular, procedure should be adopted for granting the status of SCO member- state and the Memorandum of Commitment of the applicant states.

Kazakhstan President called security cooperation an important priority of the SCO, noting that the early signing of the Agreement on Cooperation on border issues will help strengthen confidence-building measures in the border area between the SCO countries.

“The President stressed that Astana is ready to facilitate joint efforts to further improve the performance of the Regional Anti-Terrorism Structure (RATS). Moreover, this process should be thoroughly thought out and factor in the interests of all the parties,” the Akorda press service cited the President as saying.

Nazarbayev noted the importance of the SCO Energy Club, adding that Kazakhstan counts on activism of the parties in the upcoming Conference this November in Astana on “Prospects for the development and use of renewable energy.”

He also pointed out the need to step up the work of the SCO Business Council and Interbank Association Organization, to enhance cooperation with the observer states and dialogue partners of the SCO, suggesting reforming the mechanism of the national coordinators’ meeting with representatives of the Observer States to the Coordinating Council of the SCO”, – the President press-service says.

In addition, President Nursultan Nazarbayev said that among the urgent tasks is stability in Afghanistan, prioritizing economic recovery of the country.

He expressed hope that Iran and the Six states would reach a comprehensive and long-term agreement on the Iranian nuclear program before November 2014.

Nursultan Nazarbayev also stressed the importance of peaceful settlement of the situation in Ukraine.   “The scale and impact of the crisis has long gone beyond the country. Situation in eastern Ukraine requires immediate action. The only long-term solution to the problem is a political dialogue,” – he said, noting the importance of the meeting held on August 26 in Minsk. Goodwill and constructive position of the parties will be conductive to the specific steps in the frames of the peaceful protocol of the Contact Group of 5 September 2014, he added.

“Syria, Libya, Iraq, the Palestinian-Israeli conflict have become uncontrollable sources of instability, Nazarbayev went on, describing the current situation in the Middle East. -The region is drawn into the abyss of terrorism. Destructive forces are a direct threat not only to the region but also to the international security.

In conclusion, Nursultan Nazarbayev congratulated the Russian President Vladimir Putin on Russia’s taking over the chairmanship in the SCO, and wished them fruitful work in this capacity.

A package of documents signed at SCO summit

Agreement was also signed between SCO governments on Facilitation of International Road Transport.

The SCO summit resulted in a package of signed documents, Akorda informs.

These are:

Dushanbe Declaration of SCO Heads of State;

Decision of the SCO Heads of State Council on the model of Memorandum of commitment of the applicant state seeking the Organization’s member-state status;

Decision of the SCO Heads of State Council on the Approval of the Procedure for granting the SCO member-state status;

Decision of the SCO Heads of State Council on the draft Strategy for development of the Shanghai Cooperation Organization until 2025;

Decision of the SCO Heads of State Council on the celebration of the 70th anniversary of the victory over fascism in World War II;

Decision of the SCO Heads of State Council on the termination of the decisions made by the Council of SCO heads of state;

Decision of the SCO Heads of State Council on the approval of the rules of markings of the SCO;

Decision of the SCO Heads of State Council on the approval of the Report of the SCO Secretary-General  on the performance of the Shanghai Cooperation Organization in the past year;

Decision of the SCO Heads of State Council on the approval of the Report of the Council of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization on the RATS performance in 2013.

An Agreement was also signed between SCO governments on Facilitation of International Road Transport.

China is giving $ 5bn loan to SCO countries

It will be given from China-Eurasia Economic Cooperation Fund, the initial capital of which is $ 1bn.

China decided to give $ 5 billion to the member-states of Shanghai Cooperation Organization to fund the joint projects,  President Xi Jinping announced in Dushanbe at the meeting of the SCO heads of state Council, ITAR-TASS reported.

We are talking of the China-Eurasia Economic Cooperation Foundation, the initial capital of which is $ 1 billion. In 2012, China announced the establishment of SCO Development Bank with the authorized capital of $ 10 billion. But they did not come to terms on the financing of the organization, primarily because Russia was not prepared to incur the expenses.

Collective lending mechanism within the organization is not yet formed, but China is actively lending other states of the Organization, primarily commodity-dependent ones, on which they buy Chinese equipment and other goods.

The SCO is a regional international organization, founded in 2001 by the leaders of China, Russia, Kazakhstan, Tajikistan, Kyrgyzstan and Uzbekistan. Observers in the block are Iran, India and Mongolia.

Kazakhstan proposed the SCO countries to establish a water committee

President Nazarbayev is at the summit of SCO Heads of State Council in Dushanbe.

Nursultan Nazarbayev brought to the summit’s notice the acuteness of water scarcity problem in the region, reports, citing the Akorda press service. This problem spot, he underscored, is a serious factor influencing stability and security.

“In this regard, the proposed by Kazakhstan creation of the Water Committee, could help address it”, the – published report says.

Nursultan Nazarbayev also noted that food security is an important area of economic cooperation of the SCO member states. “Experts predict that by 2050 the world population will reach 9 billion. At the same time in the next 10 years, food production in the world will reduce due to weather anomalies. Such a perspective speaks in favor of revisiting Kazakhstan’s initiative to establish a mechanism of maintaining food safety and to adopt appropriate cooperation program “, – Kazakhstan President opined.

Nazarbayev also brought to notice the projects and initiatives that are stalled due to the differences between priorities of the SCO and the national interests of individual member countries, as well as lack of financial resources, which balks a number of important economic projects.

The summit was also attended by the leaders of other SCO member states: China – Xi Jinping, Kyrgyzstan – Almazbek Atambayev, Russia – Vladimir Putin, Tajikistan – Emomali Rahmon and Uzbekistan – Islam Karimov.

Chinese companies account for 20 percent of oil production in Kazakhstan

Kazakh President Nursultan Nazarbayev met with his Chinese counterpart Xi Jinping on the sidelines of the Shanghai Cooperation Organization (SCO) summit held in Dushanbe, the capital of Tajikistan from Sept.11 to Sept.12, Acorda (Kazakh president’s official website) said.

“During the negotiations, the presidents reviewed the key areas of cooperation in the trade, economic, investment, fuel and energy, transit, transport, cultural and humanitarian spheres,” said the message.

Nazarbayev and Xi Jinping discussed cooperation between the two countries in international and regional organizations. The sides also exchanged views on the topical issues on the international agenda.

Kazakh president praised the level of cooperation between the two countries.

“Our countries intensely cooperate in the fuel and energy sphere. Today, 20 percent of Kazakh oil is produced by Chinese companies. Turkmenistan-Uzbekistan-Kazakhstan-China gas pipeline also operates successfully,” Nazarbayev stressed.

Chinese president, for his part, emphasized the positive dynamics in the Kazakh-Chinese relations and touched upon Nazarbayev’s visit to China in May 2014.

“You paid a successful state visit to China in May 2014 and took part in the Conference on Interaction and Confidence Building Measures in Asia (CICA),” Jinping said, adding that the bilateral agreements reached in the international and regional organizations are actively implemented.

He stressed that China is ready to make every effort to ensure the continuous cooperation between the two countries.

Nazarbayev congratulated President Xi Jinping with the upcoming 65th anniversary of the founding of the People’s Republic of China and wished success and prosperity to the Chinese people.
