An important for the world energy document – “Astana road map” is planned to be signed in November of this year in the capital of Kazakhstan.
Thereby a new strategy for the development of Energy Charter for the next five years will be determined, said Minister of Oil and Gas Uzakbai Karabalin at a 10 May press conference in Astana. The Kazakh capital will once again become the venue for large-scale international event. In late November of this year, we will host the 25th session of the Conference on Energy Charter, he informed.
– The decision to hold such forum was made after assuming chairmanship by Kazakhstan at the end of last year in such authoritative organization as the Conference of Energy Charter, – Karabalin said, opening the press conference.
As known, this organization is a kind of analogue of the OSCE, but only in the energy sector, and it unites more than 50 countries of the world.
That is why the preparation for such serious event has become one of the reasons for the visit to the capital of Kazakhstan of Secretary-General of the Energy Charter Urban Rusnak.
It is assumed that the upcoming meeting in Astana will gather not only all members of the Energy Charter, but also representatives of invited observer countries, heads of international organizations, leading experts involved in the negotiation process, as well as the largest oil and energy companies. Thus, Minister of Economy of the Netherlands Henk Kemp, president of Lukoil Vagit Alekperov and other authoritative persons in world energy have already confirmed their participation in the event.
According to Karabalin, Kazakhstan’s presidency in the conference once again confirms a special role of the Republic as a major producer and supplier of energy in Eurasia. The theme of the upcoming Astana conference is “The development of transit corridors is a key to global energy security.”
– Following the international forum a final document -Astana roadmap will be adopted, which will reflect the strategic direction of the Energy Charter in the next five years. The previous similar document was adopted in Rome in 2009, – said Rusnak.
He stressed the importance of Kazakhstan’s participation in the modernization of the Energy Charter, which became especially significant with the creation of Eurasian Economic Union.
– The principles of the Energy Charter and the EEU Treaty are similar in many respects, including such principle as equal and non-discriminatory access to energy transportation. The main thing is that they do not create opposition – said Rusnak.
He expressed hope that the ratification of the agreement on cooperation with the Energy Charter by Russia and Belarus will contribute to better interaction of the EU countries with the EEU states.
Kazakh Minister entirely supported these words.
In turn Deputy Chairman of the Association KazEnergy Dzhambulat Sarsenov speaking at the press conference said that during the visit to Astana of the General Secretary they agreed to hold a separate forum of the Energy Charter in the framework of the international specialized exhibition EXPO-2017.
In addition, this week the Secretariat of Energy Charter in conjunction with the Association KazEnergy plans to hold a workshop to address such issues as protection of investments to ensure and enhance energy security in the world.
