Congress of Kazakhstan Political Scientists “Kazakhstan 2050: first results and problems of fulfillment” took place at the Nazarbayev University.
The Congress of Political Scientists has become an effective communication platform to address topical issues of one of the youngest social sciences in our country – the political science. The Forum was attended by about two hundred specialists, including MPs, members of the President’s Administration, government agencies, members of political parties, experts of international organizations, NGOs, youth associations and political scientists.
Opening the congress, Deputy Head of President’s Administration Baghlan Mailybaev read out President Nursultan Nazarbayev’s welcome address. In particular it says that the VII Congress of political scientists is dedicated to the first year of the Strategy Kazakhstan 2050, containing the key directions of economic, political and social modernization of the country in the XXI century.
The most important indicator of the Strategy 2050 is Kazakhstan’s ranking among the 30 most developed nations. Achievement of this goal requires the highest responsibility and mobilization of all intellectual resources of Kazakhstanis, the letter says.
The political scientific community has a special role in this process, in particular, it has to further strengthen Kazakhstani patriotism, and promote the policy of peace, harmony and stability. Welfare of every citizen and all the future generations depends on the efficient fulfillment of the Strategy 2050.
Deputy Head of President’s Administration Baghlan Mailybaev said this year our country has made a significant progress in integration development.
– Strategy 2050 is the Kazakhstan’s way of development, aimed at ranking the republic among the 30 most developed nations, – said B. Mailybaev. Today the top thirty global ranking includes Australia, Iceland, Malaysia, and South Korea. Kazakhstan, with its strategy and political experience, has the potential to be among these countries. In January 2014, the Presidential Decree approved Kazakhstan’s concept for ranking among the 30 most advanced states.
Special attention was paid to the G-Global idea, unveiled by the President in 2012 at the Astana Economic Forum.
– G-Global is the solid platform for formation of a multi-polar world, – stressed B. Mailybaev. – This is the evolution and rejection from revolutionary changes in policy, justice, equality and consensus, global tolerance and trust, transparency and constructive global multi-polarity.
In the end B. Mailybaev said the political scientific community today needs structuring and development. All conditions for growth have been created, permanent working bodies, regional offices were established. Presently, Kazakhstan’s universities have 36 departments of political science, sociology and journalism. Over 8 years, 6 674 specialists have been graduated, including 1 579 political scientists; 186 students became the holders of “Bolashak” scholarship. Over 20 years, 418 political scientists and 152 sociologists received PhD and Cand. Sc.
However, there are still many unsolved problems, faced by domestic expert community, in particular, the quality of manuals and textbooks, published in Kazakhstan, on political science and sociology.
President of the Nazarbayev University Shigeo Katsu underlined Kazakhstan’s role at the global and regional arena, and expressed confidence that the goals, set in the strategy are achievable. He briefed on the great work accomplished together with the National analytical center for development of recommendations for the Strategy Kazakhstan 2050 and announced a book to be published in the near future, devoted to this topic.
Chairman of the Senate Committee on socio-cultural development and science Ahan Bijanov expressed confidence that the Congress of Political Scientists will stimulate development of political science in Kazakhstan.
Political expert from Karaganda Eset Esengaraev expressed hope that the country’s intellectual community, including politicians, will be more active in development of new socio-political concepts.
The congress also focused on strategic development of the country. Director for international projects of the National Strategy Institute (Russia) Yuri Solozobov said Kazakhstan today has brilliantly passed the first half of its way, and become an established state, planning to enter the top 30.
The speaker underlined that the Strategy Kazakhstan 2050 will be implemented in very specific geo-economic conditions, the most important of which is the Eurasian Economic Union.
– We see that trade turnover with the CU countries is growing and reached $ 58 billion, in 2010 it was $ 15 billion. The trade between the Customs Union member states is two times higher than with the neighbors. Today, the Eurasian integration is the policy, aimed at recreation of a large economic space in the new market conditions, – said Yuri Solozobov.
Analyzing the situation, the Russian expert suggested to categorize the political scientific community of the country in three directions: ideologists, technologists and subject specialists, able to expertise specific areas. The need in competent subject specialists is particularly great. Kazakhstan is transferring from raw material economy to industrial and it means that the political scientific community must interact with the analysts, representatives of large businesses and scientific innovative institutions.
Member of the Majilis Committee on Foreign Affairs, Defense and Security Kuanysh Sultanov reported about the national idea “Mәңgіlіk El” and the Eurasian relationships.
President of Kazakhstan Center for humanities and political situation Esenzhol Aliyarov informed about the conditions, problems and outlook for political science in Kazakhstan. He noted that presently the political science is facing some problems, in particular, the aging of scientific personnel, shortage of qualified specialists, and the universities’ infrastructure.
Professor of the political strategy department of the State Academy of Public Administration, Doctor of Political Sciences Zhanylzhan Dzhunusova, Professor of D. Serikbaev East Kazakhstan State University, academician Liliya Stolyarova, President-Rector of the International Academy of Business, Doctor of Business Administration (DBA) Assylbek Kozhahmetov, director of the LLP Research Center “Youth” at L. Gumilev ENU Zhanar Bukanova, vice-rector of S.Toraigyrov Pavlodar State University, Doctor of Political Sciences, Professor Arman Akishev and Professor of political science department of the ENU Naubat Kaliev made presentations at the congress.
In the end of the Congress, a resolution was adopted to promote active involvement of Kazakhstan’s political community in the expert scientific process to maintain political stability in the country, especially in political forecasting and scenario modeling. It was also recommended to consolidate efforts to develop relevant research, concepts and projects to deepen traditional interaction of scientific community with public authorities in political decision-making.
The next Congress of political scientists is scheduled for 2017. It is expected that many experts will attend it. Besides, it was offered to create an archive of the Congress of Political Scientists to systematize its work.
