Parliamentary session of the Commonwealth opened in St. PetersburgTraditional spring session of the CSTO Parliamentary Assembly, EurAsEC and CIS inter-parliamentary assembly opened yesterday at the Tauride Palace in St. Petersburg – the headquarters of CIS IPA. RK Parliament is represented by Senate Speaker Kasym-Zhomart Tokayev and Majilis Chairman Kabibula Dzhakupov.

The Kazakh speakers took part in the meeting of the CSTO parliamentary assembly chaired by the head of the Federal Assembly of RF State Duma Sergey Naryshkin. CSTO Secretary General Nikolai Bordyuzha presented his report on the activities during the presidency of Russia in the organization.

The agenda of the CIS inter-parliamentary assembly included amendments to the plan of model legislation, the issues of preparations for the 70th anniversary of Victory in the Great Patriotic War, the aspects of a series of joint forums within the Commonwealth. It was noted that in 2013 the Assembly adopted 28 model laws and other documents aimed at the convergence of national legal systems of the Commonwealth. In total during the IPA activities 413 model laws, codes, recommendations, subsidiary legislation and legislative proposals were developed, 90% of which are used by the national parliaments of CIS.

Standard bills of the legislative acts and a number of amendments were considered at the meeting of the EurAsEC Bureau. Kabibulla Dzhakupov was elected chairman of EurAsEC IPA.

Within the frames of the events the two speakers held a number of bilateral meetings in St.Petersburg.

Thus, a wide range of issues on the interaction between the upper chambers of the legislative bodies were discussed at the meeting of RK Senate speaker Kasym-Zhomart Tokayev and chairman of the Federation Council of RF Federal Assembly, chairman of CIS IPA Council Valentina Matviyenko. The colleagues noted that the strategic character of Kazakh- Russian relations enables the two countries to strengthen parliamentary cooperation.

They also noted the critical importance of forthcoming signing on the top-level of the agreement on the establishment of the Eurasian Economic Union.

The issues of CSTO and CIS development, prospects of the Eurasian economic integration, as well as the aspects of the Kazakh-Russian inter-parliamentary cooperation were discussed at Kassym-Zhomart Tokayev’s meeting with Sergei Naryshkin.

During the meeting with Senate Speaker of the Republic of Belarus Anatoly Rubinov, views were exchanged on the development of relations between the two parliaments, in particular, within the framework of the Parliamentary Cooperation Committee “Republic of Kazakhstan – Republic of Belarus” established last year.

Majilis chairman Kabibula Dzhakupov also held a number of meetings with his colleagues from Kyrgyzstan, Russia and Tajikistan.
