Until 2020, the share of renewable energy in the total energy balance of the country will reach 3 %.
Yesterday at the enlarged session of the Ministry of Environment and Water resources, the first Deputy Prime Minister Bakytzshan Sagintaev tasked to intensify efforts in the field of renewable energy, to tighten control over the design, construction and operation of hydraulic structures, to develop new approaches to resolving the issues on trans-boundary rivers, to introduce a mechanism “plant two trees in place of one cut down tree” to compensate forestry losses.
Minister of Environment and Water Resources Nurlan Kapparov said the main event of 2013 was approval of the Concept for the country’s transition to “green” economy. Besides, an Action Plan for 2013-2020 for its implementation was adopted, including specific measures on modernization of the waste management system and air pollution reduction, improvement of water resources management system, implementation of the principles on sustainable agriculture management, and other measures, aimed at improving the energy efficiency and energy conservation, development of renewable energy sources (RES).
The ministry has developed the target indicators for RES and defined the measures for achieving them. Thus, in 2014 the share of RES in the total energy balance of the country will reach 1 %, and by 2020 – 3%. Development of this sector is especially important in the light of preparations for the EXPO-2017 “Energy of the Future”.
As for the water resources management, there is a task to ensure a stable water supply of population by 2020, agriculture – by 2030. All water problems should be resolved by 2050. To achieve the specified indicators, the state program has been elaborated.
Special attention will be paid to the interstate cooperation.
– In the frames of Kazakh-Russian joint commission, the regime of trans-boundary rivers was regulated, – the minister said. – Due to the coordinated actions the spring flood season on trans-boundary water bodies was smooth. In accordance with the plan, the negotiations with China on water apportioning of trans-boundary rivers are underway.
One of the effective tools for reducing the negative impact on environment is the state environmental control. In 2013, the volume of pollutants’ emission did not exceed the permitted level due to the ministry’s control and due to the introduction of environmentally friendly technologies at the enterprises. In 2013, over 8 thousand violations of environmental legislation were revealed, over 45 billion tenge of fines were paid to the state budget.
First Deputy Prime Minister B. Sagintayev instructed to improve the ministry’s work. Speaking about the renewable energy sector, he said that by 2020 it is planned to commission over 30 facilities the total capacity of 1 850 megawatts.
In order to provide the population with high-quality drinking water by 2020, the Ministry of Environment and Water Resources together with the Ministry of Regional Development will have group pipelines constructed and reconstructed, taking into account the omissions made during implementation of the sectoral program “Drinking Water”.
