WEEKLY REVIEW: Kazakhstan is creating high-tech military industry and developing second five-year plan of industrial enhancement

Kazakhstan is developing defense industry. The Government is preparing to implement the second five-year plan of forced industrial-innovative development.
On Monday, December 9, Foreign Minister Yerlan Idrissov visited Guinea to attend the 40th session of the Council of Foreign Ministers of the Organization of Islamic Cooperation and met with the President of Guinea Alpha Conde. The meeting discussed issues of mutual trade and investment.
Tuesday, December 10, the Prime Minister Serik Akhmetov during an official visit to the Republic of Korea met with Deputy Prime Minister, Minister of Planning and Finance Hyun Oh-seok. During the round table the parties discussed a wide range of issues of bilateral cooperation. a wide range of issues of bilateral cooperation. The sides also discussed prospects for mutually beneficial projects in various sectors of the economy. In particular, they talked about projects in transport engineering, in the field of renewable energy, high technology, light industry and other industries, in which Korean business actively participates.
Akhmetov noted the dynamism of trade and economic cooperation, and stressed the need to further strengthen and expand mutually beneficial ties.
“Kazakhstan is committed to sustainable growth through accelerated industrial-innovative development. In this context, we are interested in mutually beneficial investment and technological cooperation with Korea,” the Prime Minister said.
Moreover, Akhmetov expressed interest in studying the Korean experience in holding the international specialized exhibition EXPO 2012 in Yeosu and invited Korean companies to participate in EXPO 2017 in Astana.
A number of bilateral documents was signed after the meeting. These are an agreement between the two governments on cooperation and mutual administrative assistance in customs matters, a memorandum of understanding between JSC “Samruk-Energo” and Hyundai Corporation, a memorandum of understanding between the Chambers of Commerce of Kazakhstan and Korea, a memorandum of understanding between LLP “Samruk-Green Energy” and a subsidiary of Hyundai Corporation.
As part of his official visit to the Republic of Korea, Kazakh Prime Minister Serik Akhmetov visited ‘Samsung d’light’ exhibition center in Seoul. During the session of the OIC Council of Foreign Ministers there was established Islamic food security organization headquartered in Astana. The organization was created at the suggestion of the President of Kazakhstan Nursultan Nazarbayev.
Kazakh Defense Minister Adilbek Jaksybekov and his Turkish counterpart Ismet Yilmaz on Tuesday in Astana have opened a joint venture for the production of optoelectronic devices “ASELSAN Kazakhstan Engineering”. Ministers acquainted with samples of goods to be produced at the plant. Kazakhstan content in the joint project will initially be 30 percent with its increase to 67 percent in the next five years.
The same day, Deputy PM Bakytzhan Sagintayev met with Deputy PM of the Russian Federation Dmitry Rogozin. During the talks, the sides talkev over the issues of cooperation in space, environmental safety and control over “Baikonur” complex, development of Baikonur town including Akai and Toretam villages as well as prospects of military-technical partnership between the two states.B.Sagintaev noted that for Kazakhstan it was extremely important to implement the timely launch of KazSat-3 from the Baikonur cosmodrome. Currently, the construction of the satellite is being completed by the Russian company, JSC Reshetnev Information Satellite Systems. In addition, Kazakhstan proposed to consider the development and adoption of a long-term program of bilateral cooperation in space activities until 2030, which must provide for a set of concrete measures to ensure a long-term mutually beneficial cooperation in a systematic manner. A separate item on the meeting’s agenda was the creation of the Baiterek SRC and replacement of the Proton SRC by another environmentally safe space rocket complex.
Wednesday, December 11, the President received the Deputy Prime Minister – Minister of Industry and New Technologies, Asset Issekeshev.
A.Issekeshev shared on the concept of the next five-year plan of the State program of advanced industrial -innovative development, which was drawn out on the instructions from the Head of State together with the National Chamber of entrepreneurs. In developing the concept, comprehensive studies have been carried out in all regions and sectors. Subsequent to the results of the analysis, key activities were identified for successful implementation of the program, including changes in the socio- economic policy, as well as measures of governmental support and a range of priority sectors.On Thursday, December 12, at a meeting of the Government, the Prime Minister instructed the administrators of budget programs to have all their strategic plans for 2014-2018 approved by the yearend.
Thursday, Vice Minister of Oil and Gas Magzum Mirzagaliev attended the tenth meeting of the Azerbaijan – Kazakhstan intergovernmental commission in Baku. The meeting discussed issues covering areas such as trade and economic cooperation, cooperation in the fuel and energy sector, transport and communications, environment, tourism and culture, health and agriculture.
Friday, December 13, executive secretary of the Ministry of Healthcare Serikbol Musinov took part in the opening of an outpatient complex for 500 visits per shift in Astana. The new clinic was built under the state program “100 schools, 100 hospitals”. This modern medical facility employs physicians of more than 22 specialties. The clinic commissioned right ahead of the Independence Day of Kazakhstan is furnished with the most up-to-date diagnostic and treatment equipment.
