WEEKLY REVIEW: Kazakhstan improved public procurement system and increased subsidies for livestock competitiveness enhancementKazakhstan has improved the system of public procurement. The government is adjusting the state budget for the current year with the reduction of deficit. The country reduced tuberculosis, cancer, cardiovascular system disease death rate as well as maternal and infant mortality.

On Monday, October 28, the Minister of Finance Bolat Zhamishev reported that plans to create a single organizer of public procurement in order to avoid the risks associated with the lack of professionalism and competitive auction commissions when choosing a supplier. The functioning of the organizer of public procurement will be carried out both at national and foreign levels.

Tuesday, October 29, at a meeting of the Government the Minister of Education and Science Aslan Sarinzhipov reported on the plans of the Ministry for 2014-2016. The Minister, in particular, said that to meet the needs of the state program of forced industrial-innovative development in the next three years there will be implemented more than 70 new educational programs for more than 80 colleges.

On Wednesday, October 30, the Minister of Health Salidat Kairbekova reported the President Nursultan Nazarbayev on the results of the implementation of “Salamatty Kazakhstan” State Programme for the Development of Health for 2011-2015.

Askar Zhumagaliyev, the Transport and Communications Minister, was also received by the President whom he spoke about the progress of the instructions given by the enlarged session of the Government on October 11 and about the development of the State Program on enhancement of transport infrastructure.

On Thursday, October 31, the Minister of Economy and Budget Planning Erbolat Dossayev at a meeting of the Government presented draft amendments to the state budget of the current year. According to his words the budget deficit will be reduced by KZT 80 billion or 0.2 percent and will reach KZT 790.6 billion.

The Vice Minister of Agriculture Muslim Umiryaev on Thursday said that the Ministry proposes to bring the level of state support of livestock industry to the indicators of the CU partners -18 percent in Belarus and 8 percent in Russia. In Kazakhstan the figure equals to 4.5 percent.

On Friday, November 1, the Prime Minister on an official visit to Kyrgyzstan met with the President of Kyrgyzstan Almazbek Atambayev with whom he discussed status and prospects of bilateral relations’ development including trade, economic and investment spheres. Then Akhmetov talked with his Kyrgyz counterpart Zhantoro Satybaldiyev. The meeting noted that the previously set task by the heads of the two states to increase turnover to the level of USD 1billion was solved in 2012.

On the same day Akhmetov and Satybaldiyev opened IV session of the Kazakh-Kyrgyz Intergovernmental Council.
