Enhancing partnership with TurkmenistanIn the frames of the official visit to Turkmenistan, Kazakhstan Senate Speaker Kairat Mami met with President Gurbanguly Berdimuhamedov and Mejlis Speaker Akja Nurberdyeva.

The visit was planned in May, when Gurbanguly Berdimuhamedov, paying the state visit to our country, on behalf of the Mejlis Speaker, invited Kairat Mami to visit Turkmenistan. The current visit of the Kazakh delegation is aimed at enhancing inter-parliamentary relations between the two countries.

The first day of the visit started at the International Relations Institute under the Foreign Ministry of Turkmenistan, where Kairat Mami met with the leadership of the university, students and teaching staff. He talked on Kazakhstan’s vision for the national development, the foreign policy priorities and the main aspects of the Kazakh-Turkmen cooperation.

Kazakhstan is among the countries with the most dynamic economy in the XXI century, K. Mami went on. At present Kazakhstan is entering a new stage of development, defined by the tasks of the new Strategy Kazakhstan-2050, presented by the President in December 2012.

The main goal is to rank Kazakhstan among 30 most developed countries of the world, including in terms of quality and living standards, K. Mami went on. In order to achieve the task the country is transiting to the new principles of economic policy and a comprehensive business support, forming a new social model, improving the state management system, creating an adequate foreign policy.

Another Kazakhstan’s long term task is a transition to the «green economy», said K. Mami. In this regard, the international specialized exhibition EXPO 2017 in Astana «Energy of the Future» is to give a tangible impetus to development of alternative energy sources and modernization of the energy sector not only in Kazakhstan but also in the entire Central Asian region.

– Kazakhstan’s foreign policy is based on the principles of balance, consistency and predictability, — continued K. Mami. — The republic is committed to ensuring global and regional security. In this regard, Kazakhstan will continue interaction with the world community to form mechanisms of global financial and economic stability, strengthen nuclear nonproliferation regime, promote dialogue between civilizations, and combat extremism and terrorism.

The Senate Speaker talked on the activities of the CICA, Kazakhstan’s chairmanship in the OSCE, the OIC Council of Foreign Ministers, the Shanghai Cooperation Organization and the Organization of Collective Security Treaty, the peace-loving initiative the Congress of Leaders of World and Traditional Religions, G-Global and ATOM Projects.

Kazakhstan’s foreign policy priorities are the partnerships with the neighboring countries — Russia, China, Central Asia, as well as the United States, the European Union, the Asian states. Special attention is paid to the regional security and creation of conditions for sustainable socio-economic development of the Central Asian countries. Currently Kazakhstan is working on establishment of the Agency “KazAID” to provide technical assistance to the Central Asian countries.

Speaking about the Kazakh-Turkmen relations, the speaker said Kazakh-Turkmen legal framework for bilateral cooperation consists of 52 documents, including the Agreement on Friendly Relations and Cooperation concluded in 1993, and the Declaration on further cooperation, signed in 1997. The two Presidents have met regularly in the frames of the state and official visits, summits of the CIS heads of states, and other international events.

– Trade and economic cooperation between our countries is growing rapidly, — said K. Mami. — In 2012 the mutual trade turnover increased by 88.4 % compared to the previous year. In December 2009, the Turkmenistan — Uzbekistan — Kazakhstan – China gas pipeline was launched. Transport and communications cooperation is dynamically developing too. There are mutually beneficial projects in rail, road and water transportations, in particular, reconstruction of highway Astrakhan — Atyrau — Aktau — Turkmenistan border, and consideration of opening of new sea transport routes between the two countries in the Caspian Sea. Construction of the railway Kazakhstan — Turkmenistan — Iran is underway, launched in the frames of the state visit of Turkmenistan President to Kazakhstan in May 2013.

Bilateral cooperation was also covered at the meeting of Kairat Mami and President of Turkmenistan Gurbanguly Berdimuhamedov. They talked on positive dynamics of trade and economic relations and a good potential for cooperation in transport and communications areas, and a closer interaction of MPs of the two countries.

K. Mami, in turn, conveyed greetings and good wishes from President Nursultan Nazarbayev.

– Kazakhstan and Turkmenistan are important strategic partners in Central Asia. We have common roots, and interests in international affairs, economy and trade, — he stressed.

At the meeting with Mejlis Speaker Akja Nurberdieva, the Senate Speaker of Kazakhstan K. Mami invited her to pay a return visit to Astana, in the frames of which the Kazakh Senate and Turkmen Mejlis could sign an agreement on inter-parliamentary cooperation.

On the first day of his official visit Kairat Mami visited the burial memorial to the First President of Turkmenistan Saparmurat Niyazov and met with the Chief Mufti of the country.

Today the Kazakhstan delegation, headed by Kairat Mami is planning to study the infrastructure and the prospect for development of the sea port, as well as the project for the national tourist zone «Avaza».
