Astana hosted the second meeting of the Working Group on implementation of confidence-building measures in emergency situations in the frames of the Istanbul process on Afghanistan.
The meeting was attended by the representatives of the member states, including Kazakhstan, Afghanistan, India, Iran, Kyrgyzstan, Pakistan; the countries-supporters are the United Kingdom, Norway, Poland, the USA, Sweden, Japan, as well as the international organizations — the EU, the UN and NATO.
Istanbul process for Afghanistan aims at stabilizing the military-political and economic situation in the country and strengthening of the regional security. As part of the process, 6 confidence measures have been adopted: on emergency situations, fighting terrorism and drug trafficking, trade, commerce and investment opportunities, regional infrastructure and education. Our country is involved in five of them, and together with Pakistan co-chairs the group of emergency situations.
In order to implement each of the confidence-building measures, special plans have been developed and a declaration of Foreign Ministers of the member-states of the Istanbul process was approved at the Third Conference «Heart of Asia» on Afghanistan, held April 26, 2013 in Almaty. According to the adviser of the Minister of Emergency Situations of Kazakhstan Altynbek Egizbaev, these measures are aimed at improving prevention and elimination of emergency situations of Afghanistan Government, as well as enhancement of the regional cooperation in this area.
– We have close contacts with Afghan colleagues from the Emergency Management Agency, elaborated an intergovernmental agreement on cooperation in the area, which is now considered by the Afghan side, — said A. Egizbaev. – As for the confidence-building measures in emergency situations, we have a comprehensive plan, consisting of three sections and approved in Almaty. We arrange workshops, conferences and so on. In particular, Afghan rescue workers participated twice at the annual training workshop in Almaty under the «Kazspas» units, and the next year they will pass training too.
The second section of the plan provides for development of mechanisms for countering emergency situations, including establishment of departments, services, anti-chemical defense structures. The third section is scientific-oriented, promoting establishment of scientific and technical units in Afghanistan.
In addition to the training of Afghan rescuers, the Kazakh side provides annual humanitarian support worth $ 5 — 7 million.
Implementation of the confidence-building measures in emergency situations, results of the H1 of this year, financing of the actions, performed in the frames of the Plan for implementing the confidence building measures and an action plan for the future were also taken up at the meeting. Besides, the Working Group agreed to hold the next meeting in 2014 in one of the Istanbul process member states.
