The second Ministerial Conference on Refugee Protection and International Migration “The Almaty Process” took place on June 5 in Almaty. The event was co-chaired by the Minister of Foreign Affairs of the Republic of Kazakhstan, Erlan Idrissov, the United Nations High Commissioner for Refugees (UNHCR), Antonio Guterres, and the International Organization for Migration (IOM) Deputy Director General, Laura Thompson. The conference was organized by the Government of Kazakhstan with the support of the IOM and UNHRC.
The Almaty Process plays an important role in developing mechanisms for observance of key national interests of the countries of the region, such as border control and security, while ensuring access to asylum for those who need it regardless of their circumstances. This process is designed to complement similar arrangements in other regions such as the Budapest and Bali processes.
The second Conference of the Almaty Process brought together representatives of 12 countries of Central Asia and neighboring regions, as well as donor countries and international organizations of the UN system in order to discuss joint actions aimed at solving the problems of mixed migration and refugee protection.
In his welcoming remarks, the Minister of Foreign Affairs of Kazakhstan, Erlan Idrissov, said that Kazakhstan is fully aware of its involvement and responsibility in the area of international migration. The Government of Kazakhstan is working hard to improve the state migration policy, which is one of the long-term priorities of the national “Strategy “Kazakhstan – 2050”.
On the sidelines of the conference Erlan Idrissov conducted a bilateral meeting with the United Nations High Commissioner for Refugees Antonio Guterres. The sides noted the successful cooperation of Kazakhstan with the Office of the UN High Commissioner for Refugees (UNHCR). The Minister stressed the success of the appeal by the Commission with the participation of UNHCR representatives, as well as a working group comprising representatives of Kazakhstan’s state bodies and the UNHCR to discuss various issues on refugees, as well as to improve the legislation and the activities of the relevant structures of the Republic of Kazakhstan.
In addition, the Foreign Minister also met with Deputy Director General of the International Organization for Migration Laura Thompson. Erlan Idrissov noted that the IOM office in Kazakhstan is in close contact with the concerned ministries and departments makes a significant contribution to the process of solving the illegal migration problems, human rights of migrants, trafficking in human beings.
During the meeting with a senior representative of the U.S. State Department’s Bureau of Population, Refugees and Migration Simon Henshaw, the sides noted the need to gain special impetus to the Almaty process.
Furthermore, Foreign Minister Erlan Idrissov discussed issues of refugee protection and international migration with the Special Representative of the UN Secretary General, Head of the UN Regional Centre for Preventive Diplomacy for Central Asia Miroslav Jen?a.
As a result of the event, the conference adopted two documents: Operating mechanism of Almaty process and the Communiqu?, which laid down the opening of a new phase of cooperation between the participating countries, as well as joining to the process of two new states – Pakistan and Iran.
