The Eurasian Economic Union: date indicated

A meeting of the Supreme Eurasian Economic Council – the governing body of the Customs Union and the Common Economic Space took place in Astana.
It was attended by the Presidents of Kazakhstan – Nursultan Nazarbayev, Russia – Vladimir Putin, Belarus – Alexander Lukashenko. The talks of the troika were also attended by the presidents of Ukraine and Kyrgyzstan Almazbek Atambayev and Viktor Yanukovych, in view of the outlined deepening of interaction between the Eurasian Economic Commission and these republics.
As earlier informed, Kyrgyzstan has applied for membership in the Customs Union, the roadmap for which is already in the making by an ad hoc team. And Ukraine is interested in getting an observer status in the Customs Union, the Common Economic Space and the would-be Eurasian Economic Union. All the necessary documents for the two countries are to be ready by this fall for their endorsement in the Supreme Council, Nursultan Nazarbayev said.
The troika leaders have signed a memorandum on deepening cooperation with Ukraine and Kyrgyzstan.
The meeting also discussed the performance of the Customs Union, further development of the Common Economic Space, integration and interaction of the troika in the context of the Eurasian Economic Union, whose launch is to be May 1, 2015. Draft documents on it for the heads of state consideration will be ready by 1 May 2014. Integration will be stepwise, N.Nazarbayev said.
He re- emphasized that it is a purely economic integration, based on pragmatism and mutual benefit.
Changes in the rules and regulations of the Eurasian Economic Commission, the conception of harmonized agricultural policy of the member states, steps in building an integrated info system of the CU external and mutual trade and an agreement on information exchange in statistics were adopted.
Given a sizeable work and time constraints, the Presidents agreed to meet twice more in the year: in Minsk in late October and in December in Moscow. They reconfirmed their intention to further unlock the potential of the peer relations.
It was also emphasized that the establishment of the Customs Union, the Common Economic Space and the Eurasian Economic Union is in itself a complex task, in which open discussions will be most helpful. The main thing is the presence of political will of the heads of state.
– Our economies have close ties since the Soviet times, they are complementary. Growing sales between our countries open jobs and get us prepared for global competition said Nursultan Nazarbayev. -No transfer to supranational bodies of political functions, no infringing upon the independence of states is planned.
Viktor Yanukovych added to it that all the decisions taken at the meeting were based on consensus, an important principle of the Customs Union. He took part in discussion on the formation of economic policy in the frames of the integration structures. The economic issues that were brought up in it affect the interests of Ukraine. Therefore it was a much needed open discussion, he added.
Firming up cooperation and good neighborly relations

Yesterday President of Kazakhstan Nursultan Nazarbayev met with his Russian, Belarus and Ukrainian counterparts in the frames of the Supreme Eurasian Economic Council session.
In the meeting with Vladimir Putin Nursultan Nazarbayev expressed hope that the blanket agreement on good-neighborly and alliance relations between Kazakhstan and Russia in the XXI century would be signed this year.
– Our task is to develop mutual trade and the Customs Union. Ukraine and Kyrgyzstan are interested in it too, he said. He thanked the Russian President for the invitation to share in the G20 Summit.
In turn Putin was appreciative of his Kazakh colleague’s personal attention to the development of Kazakh-Russian relations, his direct involvement, thanks to which the sales volumes are growing, of his spearheading the integration process.
Belarus President Alexander Lukashenko called the meeting in Astana important in preparation of documents for the establishment of the Eurasian Economic Union, development of bilateral relations, trade and economic cooperation.
Every time they visit Astana, they try to learn something of use for themselves. This city has advanced technologies, interesting architectural projects. We consider Kazakhstan the most attractive and promising partner for Belarus, he said.
In the meeting with Viktor Yanukovych it was noted that Kazakhstan-Ukrainian sales went more than 24% up over last year, and we need to maintain this level. We can achieve still better results with the roadmap we now have, – said Nursultan Nazarbayev.
Thanking the Kazakh leader for the meeting in Astana, the Ukrainian President said: we know that the Customs Union is largely basing on your old ideas, offered long before the economic crisis, and we are well aware that economic growth is possible, when all the opportunities are availed of, when there are innovations, modernization of industry, products with high added value, expanding range of partners.
