Strategist and architect of the Eurasian integration

The international community sees Kazakhstan as a respected and influential participant of global processes. The republic has earned a reputation of competitive state, which is confirmed by timely and effective responses to the challenges and risks of the XXI Century in the Strategy “Kazakhstan-2050”.
The modern system of international relations has undergone a dramatic change over the past decade. The defining trend was the transformation of a unipolar model of the world into multi-polar. New regional integration associations – SCO, BRIC, and EurAsEC were formed, the global production systems were created and the continents are linked by a single information network. The analysis of the world processes shows that over the past decade the role of the personal factor of political leaders who at turning points in the historical process found timely responses to the global challenges, significantly increased. Among these public figures is President Nursultan Nazarbayev.
The leader of Kazakhstan is the initiator of many innovative projects in which the integration is seen as a key instrument of achieving stable and sustainable development not only in the framework of the “country project”, but also at the international level. Thus, in an interview in February 2000, Nursultan Nazarbayev, said: “Our understanding of the Eurasian idea excludes geopolitical conjuncture fluctuations and takes into account the deep logic of the history. Today, the world’s development is determined by integration processes. Those who remain on the fringes will fall behind in everything …”
Proclaimed in March of 1994 in Moscow State Lomonosov University – a high and credible platform, before the elite of the Russian scientific community, his Eurasian strategy took an evolutionary path and received practical content. Key instruments for the embodiment of the “Eurasian project” became well-functioning integrated structures – the Eurasian Economic Community, the Customs Union and Common Economic Space.
The leader of Kazakhstan put forward a breakthrough idea of forming a Eurasian Union, persuaded the heads of neighboring countries in the effectiveness of the integration proposals and with their active participation was able to successfully implement the Eurasian project to life. This concept and practice of integrity, systematic approach to consistent and firm advance, ensured the success of the Eurasian project, which is widely recognized as the “project of President Nursultan Nazarbayev.”
Market transformation processes in Russia, Kazakhstan and other CIS countries for two decades, are on the cutting edge of scientific debate and in the center of the struggle of opinions and political forces. Initiatives of the Kazakh President, his “audacity of responsibility” are relevant for radical renewal of the world economy and organically woven into the fabric of theoretical analysis aimed at development of creative and responsive to the interests of nations and peoples, global post-crisis strategies in the conditions of deepening inter-state integration in the CIS.
Nursultan Nazarbayev was the first among the world scale politicians to take responsibility to publicly show to the world community the vulnerability and injustice of the current global finance unit, called for a joint search of innovative ways to reform this sector. The main idea is that “…it is unproductive to use as a global currency the currency of any country of the world”. A separate world law would clearly and unambiguously define its supranational interstate status and principles of emissions. It is important to involve the world’s major political and economic structures, including the UN Security Council, UN Special Session, the “big eight”, “Big Twenty”, the World Economic Forum in Davos, the Astana Economic Forum in the transition to the new currency.
In the XXI century, the international community is facing the threat of a radically new system: the global energy, environmental and food crises, mutually resonating and thereby increasing each other, have questioned the readiness of society to successfully solve the problem of resource sustainability of global development as a result of the deep gap between the developed countries and the countries with lower socio-economic dynamics. Ideas of Nursultan Nazarbayev and developed by him scientific vision and content of global energy strategy, largely determine not only the distant future, but also the prospects for transition to sustainable development around the world, as well as the individual countries at the present stage.
Of course, the personality of Nazarbayev is the cornerstone of the perception of Kazakhstan’s image in the near and far abroad. His strategic vision, the ability of deep philosophical reflection of the past and present are the most important elements in the evolution of political system of the country. In his address to the President of Kazakhstan, Russian leader Vladimir Putin emphasizes: “A deep and comprehensive analysis of the development of the country … gives a visual representation of large-scale reforms in Kazakhstan and multi-faceted work carried out under your leadership in this direction.”
From the viewpoint of development of internal processes, the main achievement of Kazakhstan and its leader is social stability, based on the traditions of openness and sensitivity to cultural influences and civilized tolerance. Nursultan Nazarbayev stressed: “We are part of a huge cultural entity of the Islamic civilization. And you can not forget about it. Our growing cultural interaction in this direction is objective and logical.” On the other hand, “a significant portion of our fellow citizens has been for centuries directly related to Russian culture, and the Kazakhs generally see Russian language, Russian culture as one of the most important parts of the world culture in general.”
The Eurasian idea initiated and implemented constantly by Nursultan Nazarbayev as the international integration project has also become an important factor in the further development of balanced harmonious inter-ethnic and inter-confessional relations in Kazakhstan and contributed to consolidation of multinational people of the Republic.
The world’s leading politicians and experts say that the most important outcome of the “Eurasian strategy” of Nursultan Nazarbayev was the formation of the Kazakh nation on the basis of friendship and harmony among ethnic groups. According to V.Putin, “Kazakhstan today shows the world an example of inter-ethnic and inter-faith harmony.”
The idea of creation of the Assembly of Kazakhstan’s People was first proposed by President Nursultan Nazarbayev in 1992 at the First Forum of Peoples of Kazakhstan. Since then the KPA has covered the path of its own development, received its deserved institutional content, accumulated consolidating and intellectual potential and became the institute of public diplomacy.
Kazakhstan is a supporter and conductor of the policy of international dialogue among civilizations based on the Eurasian ideology and principles of complementarity and mutual understanding of different cultures and peoples. The Kazak President consistently applies his strength to promote ideas of inter-ethnic and inter-religious harmony, which is confirmed in many concrete proposals, addressed to the international community.
Having adapted the Eurasian idea to modern realities, Nursultan Nazarbayev gave a new impetus and international political significance to modern integration processes on post soviet space.
Over the years of evolution this idea has been extended by the author and intellectually enriched.
“Eurasianism is the idea of the future. This is a diamond in the crown of integration process, which requires globalization today. Three practical things – EurAsEC and SCO, CICA are the three components of the future of Eurasianism. I think that these organizations will unite together in the future, and ultimately the large Eurasian idea, the unity of the Eurasian continent will win. But this idea needs spiritual, scientific basis,” said Nursultan Nazarbayev addressing the students and teaching faculty at the National Eurasian Gumilev University.
The author of modern Eurasian idea, along with the economic feasibility sees “human dimension” of integration as important human component. The system of spiritual and moral values, respect for individual and mutual enrichment of cultures are the cornerstones of practical implementation of all elements of the Eurasian strategy.
A communication platform of G-Global of the Astana Economic Forum is no less important for further implementation of the Eurasian project of Nursultan Nazarbayev. Its presentation was organized by the Eurasian Club of Scientists with the support of «Economic Club of Scientists – Nobel laureates (12 members)” in the capital of Kazakhstan, February 15, 2012. G-Global as a multifunctional platform creates conditions for the global expert community for an interactive, open and public debate on the global economy and the integration of the CIS.
G-Global is a unique Kazakhstan’s product and parity, transparent and collaborative approach to solving the problems of the world economy and financial system. The participants of G-Global, despite its virtuality, give quite real forms to their suggestions. In addition, according to its organizers, G-Global promotes attraction of investments in domestic innovative, including industrial projects, and significantly increases the image of Kazakh, Russian and other CIS countries’ experts in the international community.
