W Kazakhstan Akim: Anti-crisis measures in the region performed as per President's instructionsIn compliance with the President’s instructions the West Kazakhstan oblast is actively involved in holding anti-crisis activities.  Akim of the region Baktykozha Izmukhambetov told about the progress of their realization and the first results in an interview to Kazinform.

Mr. Izmukhambetov, the Government of Kazakhstan has embarked on realization of industrial projects in order to ensure innovative development of economy. How does the West Kazakhstan region cope with the task?

In crisis period Head of the State Nursultan Nazarbayev gave the task on realization of a new program of the country’s industrialization. Our region has already started implementing certain projects. Among the largest ones are a fattening complex for 8, 640 animals in Yanaikino village, Zelenov municipality. The project estimated at KZT 3.2 bln is equipped in accordance with the up-to-date technologies. The complex is planned to be completed by the end of 2009. Another large project costing over KZT 2 bln will be realized in the region. This is a Vegetable Oil Plant in Terekty municipality to be put into service in the current year.

Agrotrust LLP is building a mill in Zelenov municipality. The cost of the project is about KZT 1 bln. A dairy-goods farm amounting to KZT 500 mln is being built in Terekti municipality by Akas agro-firm. 10 projects out of 54 ones amounting to KZT 160 bln have already been completed. 20 more projects will be finished by the yearend. Most of them relate to agricultural sector. The main purpose of the projects is to provide the population with qualitative products and establish competitive productions. Industrial enterprises of the oblast are also search for new ways and strive to work in accordance with the demands of time. For instance, Zenit plant started release of heavy ships for protection of sea boards. West Kazakhstan Engineering Company JSC is specialized in production of oil and gas equipment.

What are the measures taken within the Road Map program?

KZT 4.2 bln in total have been allocated for implementation of 75 projects within the Road Map Program. 8, 823 jobs have been created. The allocated funds are spent for realization of investment projects, organization of retraining courses, creation of social jobs and Youth Internship program.

The regional employment program for 2008-2010 is successfully implemented and the number of economically active population is growing fast in West Kazakhstan. At present the region’s unemployment rate makes 0.8 per cent, the number of the unemployed population is 3, 340. The unemployment rate increased by 0.1 per cent against the beginning of the year, but it is lower by 0.2 per cent against the similar period of the last year. 

In line with the Road Map goals 411 enterprises of the region and city entered into project agreement; 3.488 people became employed which is 140 per cent more than in 2008. 282 enterprises have signed agreements on youth practice.

It is planned to perform complete overhaul of 91 educational facilities; 17 of them will be repaired within the Road Map. KZT 3.8 bln has been allocated for these purposes. KZT 340 mln has been provided for current repairing works.

As part of the Road Map program 1,197 young people are having training at short-term courses at 19 vocational schools, 6 colleges and 2 educational centers.

Karachaganak field is one of the largest in the country. The issue of its usage for the benefit of Kazakhstan, raising the living standards of the population of West Kazakhstan oblast does not leave today’s agenda. What is your opinion about this issue? How does your region resolve the problem of gas supply?

Supply of rural areas with gas is one of the important projects. We plan to construct 866 km of gas pipelines, provide gas for 57 settlements with population 57 thousand people. Implementation of this project started with the Bokeiorda municipality which is the remotest from the center.

As per President Nursultan Nazarbayev’s order the Karachaganak-Uralsk gas pipeline is being constructed; after it is put into service gas will be supplied to 146 settlements with population 92 thousand.

I would like to especially note that due to the support of the President and Government the construction of the Karashyganak-Uralsk gas line is going according to the plan. Once it is built, all the rural settlements will be supplied with gas. Construction of the system of gas supply to Terektinsky, Syrymsky and Karatobinsky municipalities has received the necessary funding. This year we plan to start construction of gas pipelines in Karashyganak-Zhympity and Zhympity-Karatobe routes. The next year gas will be supplied to the centers of Zhympity and Karatobe municipalities. As a member of the united managing committee KPO B.V. my duty is to invest all the efforts and use given authority. When making a decision we needs the consent of all the members of the Committee and al the concerned bodies. For instance in order to run gas to Zhympity we need about USD 50 million which is quite expensive and we cannot do on the expense of budget only. We had to look for other ways of financing. This issue has been pending for quite a long time until the sitting of the Committee that was held  this summer in London where we arrived at a final decision on financing of this project. Thus all the major settlements of the region will be provided with gas. If in 2007 gas was available only in 30 percent of rural settlements, in late 2010 it will be 60 percent, which means 80 percent of rural population will be provided with natural gas.

It is vital that local authorities that should pay close attention to the social sphere. Could you tell about the work being done in this sphere?

Speaking about education sphere I would like to inform that budget  allotments in 2009 have exceeded KZT 27 billion which is KZT 4.2 billion more than last year. We have built new school facilities and kindergartens in several rural settlements. So the “100 Schools” has been fulfilled fully in the region.

KZT 15.8 bln was allocated for medical care in 2009. KZT 12.9 bln of it was provided for free health care, KZT 0.9 bln – for procurement of medical equipment, KZT 2 bln – for capital repair of medical facilities. Construction of six healthcare facilities is underway at the expense of the republican budget to the amount of KZT 2.5 bln.

The budget of the cultural department was up to KZT 2.7 bln early 2009. KZT 578 mln was allocated for complete overhaul of the cultural facilities within the regional budget revision. As the result, the budget expenditures for the cultural sphere amounted to KZT 2,766 mln. These funds are used for capital repair of 24 rural clubs, libraries and the Garifolla Kurmangaliyev regional philharmonic.

A lot of cultural facilities are being improved under the Road Map program. KZT 330 mln was allocated within the program for capital repair of 12 rural cultural facilities.

Also mentioning the agricultural sector, release of livestock products has increased in the region. Agricultural products to the amount of KZT 17.8 bln have been produced in the region during seven months of the year. This is 1.7% more compared to the analogous period of the last year. The region has efficient stock of bread and freed grain and seeds.

Due to effective antirecessionary measures taken by the Government, people of the region don’t suffer from the crisis. There are all opportunities and conditions for heard-working people in the region.
