SOCIAL MODERNIZATION: Our current major task is providing real contribution to economy of Kazakhstan by scientists - Minister of Education and ScienceOutcome of the state program of education development for 2011-2020, which direction Kazakhstan’s science is to move and what steps will be taken to further improve this area, have been debated at the regular meeting of the Government.

Reporting on the results of the two years program, the head of Education Ministry Bakytzhan Zhumagulov assured that the program has been successful.

“All targets for the reported period have been reached, a number of them have even exceeded, according to them we are going ahead,” said B. Zhumagulov.

According to him, in the sphere of education and science there has been a large-scale standard-setting work and the legislation has almost completely been updated. In addition, in all key areas fundamentally new practical mechanisms have been developed, a major institutional modernization took place in the sphere.

For example, in higher education sphere the new classification of higher education institutions was adopted, and on this basis there is optimization of university network going on.

According to the minister, in the near future in Kazakhstan there will operate a total of 100 schools, that number is enough for our population, since according to the international practice, for 1 million people on average six higher education institution are enough. As a result, in most regions of Kazakhstan there will be one state and one largest private university.

B Zhumagulov also stressed that today in this work there are certain difficulties, as in all the central authorities government there are people who lobby the interests of universities in favor of them not being laid off.

“It’s not a secret. So I can now say that this work is not easy, but we are carrying it out, ” said B. Zhumagulov, answering the journalists’ questions.

The minister also said that Kazakhstan has 13 military higher educational institutions or preparing law enforcement officers. Accordingly, it appears that there will operate 87 more schools, including educational institutions of Emergency Ministry. According to him, reducing number of universities in Kazakhstan requires real circumstances, as in our country there are institutions of higher education with an enrollment of only … 200 students. But they had once been licensed to teach in 30 specialties!

Education chief also said that today the control system of technical and vocational education has been changed.

“In high school we are completing the preparations for the transition to 12-year education, and we created a fundamentally new system of training teachers, conducting national control of education quality. There started the implementation of e-learning, ” said B. Zhumagulov.

Ministry of Education and Science of Kazakhstan is quite positive about the time when all children in the country will attend preschool education institutions.

“The principal task at the moment and one of the President’s instructions is to make preschool education accessible for 100% of children. I believe that our plan will work out and kids aged 3-6 will be covered with preschool education by 2017,” Minister of Education and Science Bakytzhan Zhumagulov told the government’s session on Tuesday.

“Construction of new kindergarten alone cannot help solve this problem,” Minister Zhumagulov stressed. For this reason, he urged to expand the role of mini centers for children and private kindergartens in preschool education.

The second most important task, according to B. Zhumagulov, is the transition to a new quality of early childhood education.

“We have already started its elaboration. We are studying international experience, developing mechanisms to adapt to our conditions and the new methodology, ” said the head of the Ministry.

Since 2015, according to the Ministry of Education and Science, there starts full transfer of schools to 12-year cycle.

This, along with the methodological basis of 12 years of education being worked out radically the new standard of 11-year training have been revised and adopted.

If we talk about improving the professionalism of teachers, then now the key point is training with the new 3-month system designed taking into account the global experience.

“The next important step in this case is attributed to the introduction of capitation. In our model such mechanism would not only align the cost of training by regions, but also give a new tool of incentive for teachers, ” said B. Zhumagulov.

According to him, this will give a real interest of schools and teachers in the quality of their work. In this regard, the Ministry is preparing a completely new proposal for a differentiated wage increase for teachers.

In the technical and vocational education the most important is fundamental progress in cooperation with employers.

Now they are involved in all key areas – the National and Regional Councils, developing professional standards, etc.

First government support of academic and scientific mobility of teachers is going on, the minister said.

“Our special concern is the demand of experts.

For this, the Ministry is annually adjusting the government order to meet the needs of the labor market and Prpgram of Forced Industrial and Innovative development ” said B. Zhumagulov.
