WEEKLY REVIEW: Kazakhstan has significantly improved conditions of doing businessKazakhstan consistently improves its positions in the World Bank ranking. The Government of Kazakhstan has been instructed with a number of tasks in connection with the adoption of the new “Kazakhstan-2050” Strategy. Kazakhstan and Russia step up bilateral cooperation.

Foreign Minister Yerlan Idrissov received Deputy Foreign Minister of the Islamic Republic of Afghanistan Jawed Ludin in the Kazakh capital on Monday (January 21).

During the meeting the sides discussed current situation in Afghanistan; bilateral cooperation between Kazakhstan and Afghanistan in political and commercial spheres and preparations for the upcoming Istanbul Process Conference in Almaty in April.

On Tuesday, January 22, at the Government session Kazakh Minister of Economy and Budget Planning Yerbolat Dossayev said this year Kazakhstan ranked 49th having entered the list of “Doing Business” World Bank’s ranking as the country that had shown significant improvement in facilitating business. Among 185 countries Kazakhstan surpassed China, Turkey, Poland, Russia, Belarus and Kyrgyzstan. Besides, this year Kazakhstan rose to 30 positions, according to the “Registration of companies” indicator.

Kazakh Finance Minister Bolat Zhamishev informed of the planned launch of an electronic system of declaring export and import set to be introduced by his ministry. The Finance Ministry is also busy prepping a package of proposals on improving the tax administration together with the World Bank.

On Wednesday, January 23, President of Kazakhstan Nursultan Nazarbayev chaired a Government meeting in the Akorda presidential residence and gave a number of instructions to the Cabinet. For instance, he instructed to set up JSC “National Development Agency” that will be responsible for all development institutes and financial organizations; to find location and potential contractors to erect an atomic power station on the territory of Kazakhstan; and create a single grain holding.

Having noted the last year was quite successful for Kazakhstan, President Nazarbayev warned the current global crisis was of lingering character and the Government and the whole nation should be prepared to face any kind of situation.

Prime Minister Akhmetov added 130 new projects were planned to be introduced in 2013 within the Industrialization Map. The Government is expected to map out two new state programs – the development of infrastructure and agro-industrial complex for 2020.

Prime Minister Serik Akhmetov chaired a session of the Government held in the Ukimet Uyi on Thursday (January 24). He gave a number of specific instructions to the heads of state agencies regarding fulfillment of tasks set by the President at the session on January 23, 2013. The Premier charged his deputies to coordinate and control over fulfillment of the tasks of the President paying special attention to his personal instructions.

Thus, in order to fulfill the tasks on infrastructure development, S.Akhmetov tasked to develop and submit proposals on construction of Astana-Almaty railway line and roads Astana-Almaty, Astana-Aktau, Astana-Ust-Kamenogorsk and continue construction of Zhezkazgan-Beineu and Arkalyk-Shubarkol railways. Implementation of two out of three projects on Aktau sea port development will be accelerated. The construction of Tobol-Kokshetau-Astana gas pipeline is planned to be commenced this year. The Premier also reminded the ministers and governors of the regions of the ban the Head of State imposed on construction of new social facilities. The Head of Government also charged to draft and submit for consideration decisions on the place of construction and configuration of a nuclear power plant, establishment of the Single Pension Fund and develop a new Business Road Map for crisis response. The Ministry of Environment Protection was commissioned to develop and submit for consideration of the State Commission a draft concept of holding the EXPO-2017. “Samruk-Kazyna” Fund and the akimat of Astana should submit proposals on implementation of a pilot project on construction of a “green block” in Astana. “Astana EXPO” national company and the akimat of Astana must ensure organization of the international contest of master plans and architectural design of the exhibition complex.

Minister of Labor and Social Protection of the Population Serik Abdenov said the Single Pension Fund would invest its funds into the development of SME and infrastructure projects.

Kazakhstan presented a new draft treaty on friendship and cooperation between Kazakhstan and Russia in the XXI century in Moscow on Friday (January 25).  The draft was presented by Foreign Minister Yerlan Idrissov during the meeting with his Russian colleague Sergey Lavrov in Moscow and signed right after the presentation.

“Our cooperation is the most multifaceted, covering every conceivable sphere. In all areas we have deep understanding and a high level of confidence,” said Idrissov.

At the same meeting foreign ministries of Kazakhstan and Russia signed the Action Plan for Cooperation in 2013.
