Engine of industrial developmentYesterday President Nursultan Nazarbayev took part in the opening ceremony of the electric locomotive construction plant and visited the “Astanagenplan” scientific research and design institute.

Kazakhstan’s first KZ8A freight electric locomotive was shown to the President at the new plant of the domestic transport engineering.

N.Nazarbayev called this project significant and important to the national economy.

The railway transport, he said – is the artery of any economy, which cannot do without the transport and delivery of goods, and which is why the state attaches much importance to the development of transport infrastructure, heavily budgeting its upgrade. During the years of independence, over 1,100 km of railways have been built in the country; construction was launched of Zhezkazagan – Beyneu railway line, which is more than a thousand kilometers long. New plants are built, as diesel and locomotive park is getting outdated, leaving us short of freight and passenger railway cars. – I am glad we are launching one of the most high-tech productions, – he said.

Nursultan Nazarbayev pointed to the need to build ties for exporting the new electric locomotives to CIS and Customs Union member-countries. He is glad with involvement of “Bolashak” alumni in the production, in terms of forming own engineering and technical staff.

– This project is another evidence to enabling investment environment in Kazakhstan. This year alone, we raised $ 18 billion of investments, and over the years of independence – 170 billion. We will continue to invite our foreign partners to do mutually beneficial business in the country, – the President said, and congratulated the staff on the production launch, wishing them success.

Peter Kucherenko- chairman of the directorate of the Council for CIS Rail Transport – said that Kazakhstan is a powerful transit transport corridor for passage of continental and transcontinental freights in North – South, East- West directions. It is a third plant launched in the country in 2.5 years, he observed, – and this event is conductive to the railway industry development in the country.

He also informed that the Railway Transport Council has developed the conception for strategic development of CIS railway transport until 2020. The document was approved by the Council of Heads of Governments. P. Kucherenko said the creation of the Customs Union had enabled a deeper integration, creating the conditions for a stable and efficient development of the CIS economies.

Peter Kucherenko handed over to N.Nazarbayev the highest railway industry award of “Honorary railway man” for a significant contribution to the development of rail transport in CIS.

The design capacity of the new production is 50 two-section electric locomotives a year. The new line of engines was designed by “Alstom Transport” (France) for the markets of Kazakhstan, CIS and Baltic countries.

The electric locomotives are powerful and environmentally friendly at the same time. In addition to high performance, the new cars meet the “green economy” requirements giving a minimum environmental load during operation.

Today it is the most powerful engine in the world, capable to pull trains weighing up to 9000 tonnes and accelerate to a speed of 120 km per hour, which is very important given the bulk haulages in our country – of coal, petroleum and other bulk cargos. The electric loco is designed to work under extreme weather conditions with temperatures from -50 ° C to +50 ° C. The car provides conveniences for the crew, needed on longer journeys. The spacious engine operator cabin is equipped with a microwave, refrigerator, floor heating, a comfortable seat with heating and footrests.

The new plant was built thanks to investments of the three companies in the amount of more than KZT11.2 billion and is managed by a joint venture, in which JSC “NC” Kazakhstan Temir Joly,” ” Transmashholding ” and “Alstom” own 50%, 25% and 25% of the shares respectively. The production starts in January 2013 and by 2016 will reach its output peak.

Besides, yesterday dispatching of four Kazakhstan’s locomotives for export, made at the adjacent line was expected for the Kyrgyz and Tajik railways.

First deputy head of the “Tajik Railways” Vladimir Sobkalov praised Kazakhstan’s locomotive capabilities. Their plan is to purchase six locomotives in all.

And general director of the NC “Kyrgyz Temir Jolu” Argynbek Malabaev informed of the signed contract for the supply of five trains. According to him, these are best locomotives on the post-Soviet space.

Then at the Center for Technology in the transport of “NC” KTZ” innovative projects in the industry were showcased, and Asset Isekeshev- Minister of Industry and new technologies made progress report on the industrial-innovative development program.

The same day President Nursultan Nazarbayev visited the “Astanagenplan”, where the mayor of Astana Imangali Tasmagambetov presented the propositions on architecture and town planning as part of the preparation for the EXPO 2017. The meeting also mooted the proposals for the development of transport infrastructure in the capital.
