WEEKLY REVIEW: Necessary to pay more attention to proper planning of the republican budget: S. On Monday, October 15, Kazakh PM Serik Akhmetov chaired the meeting of the republican budget commission to focus on specification of the social and economic development forecast for 2012 and the republican budget for 2012, etc.

At the Government Hour held in the Majilis head of the competition protection agency Gabidulla Abdrakhimov said that the agency wants mobile phone operators to reduce their rates for interconnect services.

“Kazakhstan may export eight million tons of grain,” executive secretary of Kazakh Agriculture Ministry Yevgeny Aman told the Government meeting on Tuesday.

“Gross grain harvest (weight after processing) is expected to reach 12 million tons. This volume of grain and 9.8 million tons of grain left from previous years will be enough to meet the domestic demand and export up to eight million tons,” Aman noted.

“Wheat price in Kazakhstan reached KZT 42 000 per ton,” he added. “The country’s grain prices rose in July from USD 155 to USD 280.”

The PM charged the local authorities to gain an objective on grain procurement to the state reserves and guard the harvested crop against loss. It is crucial to start selling secured crop both at home and foreign markets and handle first grade flour price stability.

The Government also focused on the social and entrepreneurship corporations development concept presented by Economic Development and Trade Minister Yerbolat Dosayev. As the concept reads, social and entrepreneurship corporations are purposed to contribute to socioeconomic development of the regions based on the state-business partnership principles.

In the long view social and entrepreneurship corporations should become regional development institutions to efficiently manage the assets, stimulate economic activity, as well as to attract investments and act as catalyst for setting up commercially viable sustainable productions. Another highlight is the social responsibility of social and entrepreneurship corporations which is forwarding the part of their net profit to the local budget for further realization of social projects of the regions.

The Wednesday session of Majilis concentrated on the discussion of the draft republican budget for 2013-2015. At the session Prime Minister Serik Akhmetov urged to pay more attention to proper planning and effective distribution of the republican budget. The draft republican budget envisages KZT 6 trillion 200 billion in the year of 2013, KZT 6.5 trillion – in 2014 and KZT 7 trillion 100 billion – in 2015.

Yerbolat Dossayev, Minister of Economic Development and Trade, noted that in accordance with the instructions of the Head of State the key spending priorities of the republican budget in 2013-2015 were as follows: boosting employment of the population; providing affordable housing; development of regions; qualitative growth of human capital; improvement of living conditions of the population; and industrial and innovative development.

On Thursday (October 18) Minister for Economic Integration Affairs of Kazakhstan Zhanar Aitzhanova and Michael J. Delaney, Assistant U.S. Trade Representative for South and Central Asia, discussed trade with the U.S. and prospects of the U.S. investments into Kazakhstani economy at a ministerial conference in Almaty. The conference was held in line with the TIFA.

Kairat Kelimbetov, Vice Prime Minister of Kazakhstan, told the 3rd Kazakh-British Business Forum in London, Kazakhstan planned to join the World Trade Organization by the end of 2012 or early in 2013. In addition, he said Kazakhstan looked forward to inflow of investments after its accession to the WTO.

On Friday, a memorandum of understanding on cooperation in the sphere of counter-trafficking in persons was signed between the Ministry of Internal Affairs of Kazakhstan and the International Organization for Migration (IOM). The memo envisages cooperation in the sphere of rendering assistance to the human trafficking victims, information exchange in order to prevent, terminate, find out and investigate human trafficking crimes, organization and implementation of the preventive measures.

In the course of a working trip to Karaganda region on Friday Vice Prime Minister Krymbek Kusherbayev said a government group was examining the region’s preparation for winter season. He also noted the group would solve all existing problems onsite.

JSC “National Information Technologies” announced Friday (October 19) the introduction of electronic governmental system was at a transit stage. Egov.kz web portal offers access to 128 electronic services provided by 17 public agencies of Kazakhstan. The web portal performs more than 30 000 transactions per day providing online services 24/7 regardless of user’s location. All you need is a digital signature. Egov.kz is believed to provide all public services online by 2013.
