Draft of the National Allocation Plan for greenhouse gas emissions by 2013 needs a serious adjustment

Astana. 04/06/2012 Draft of the National Allocation Plan for greenhouse gas emissions by 2013 needs a serious adjustment. It was announced last week at the meeting of the Coordinating Council for Sustainable Development of «KAZENERGY» Association.
The National Plan draft identifies the total amount of quotas for greenhouse gases, as well as the basis for the allocation of quotas for 2013.
According to the project of Ministry of Environment, 2010 is taken as the fundamental for the calculation of emission allowances. Meanwhile, according to “Tengizshevroil” LTD’s representative Mrs. Svetlana Debissi, the reference point on this matter should be not the 2010 post-crisis year, but later periods, when Kazakhstan launched major breakthrough projects which led to additional greenhouse gas emissions.
“If we limit ourselves within the framework of 2010 indicators, the implementation of many other large projects will be under the threat of failure, “- Association members said.
According to the obligations of membership in Kyoto Protocol, Kazakhstan will reduce greenhouse gas emissions in regard to 1992 by 15% till 2020, and by 25% till 2050. In order to realize these objectives the National Plan draft is being worked out.
The working team on preparation of the National Allocation Plan for greenhouse gas emissions was only established in March 2012 and due to tight schedules members of the Association were not able to participate in all of the meetings and submit their proposals. Designers shall complete the project before the end of June. However, representatives of both Ministry of Environment and «KAZENERGY» Association agreed that the time to prepare a fully functional document is not sufficient.
Chairman of the «KAZENERGY» Association Mr. Timur Kulibayev ordered Executive Board to prepare a letter addressed to the Prime Minister with a request to extend the work on the National Allocation Plan by the end of this year.
