ON JOINING OF KAZAKHSTAN TO THE MAJOR INTERNATIONAL EXPORT CONTROL REGIMES

The Republic Of Kazakhstan Has Consistently Pursued The Policy Of Joining To The Major International Export Control Regimes.

Nowadays the priority of this work is the joining to the Missile Technology Control Regime (MTCR). Participation in the MTCR has a particular urgency in light of joining Kazakhstan the number of space-faring countries, and related to the having of the unique space launch complex «Baikonur» and continuous intention to develop the national space program.

Formally, not being a member of the MTCR, Kazakhstan in its work adheres to the Guidelines and the Equipment, Software and Technology Annex. An important stepping stone on the way to the MTCR became accession of the Republic of Kazakhstan to the Hague Code of Conduct against ballistic missile proliferation, which our country joined in 2005.

In previous years, Kazakhstan has done much to bring the legislation on export controls in line with the strictest international requirements. Kazakhstan is a party to all agreements that form the basis of the international non-proliferation regime: the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Convention on the Prohibition of Chemical Weapons (CWC), the Convention on the Prohibition of the Development, Production and Stockpiling of Biological and Toxin Weapons and on Their Destruction (BWC) and the of the Comprehensive Nuclear-Test-Ban (CTBT), as well as a party to all 13 international conventions to combat terrorism, including the Convention for the Suppression of Acts of Nuclear Terrorism.

The Republic of Kazakhstan nowadays has a system of export controls and regulatory framework to meet the requirements of the MTCR. Thus, our country has demonstrates commitment to non-proliferation of missile technology and a readiness to join the MTCR.
