Kazakhstan starts implementing a new housing construction program.

On Monday, Mach 5, Kazakh Vice Premier Orynbayev and Labor and Social Protection Minister G. Abdykalikova visited the Altay technological cluster in Ust Kamenogorsk, surveyed the innovation projects exhibition and got familiarized with the Employment Program 2020 and Business Road Map 2020 realization in East Kazakhstan. KZT 5.1 bln was disbursed in the region last year.

Orynbayev also visited the Altay geological and ecological institute, an employment centre, met with the participants of the Employment Program 2020 in Glubokovsky district.  

Health Minister S. Kairbekova paid on Monday a working visit to Kostanay region, surveyed some social facilities in Mendykara district, met with health professionals.

The same day at the Governmental Hour at the Majilis Kazakh Oil and Gas Minister S. Mynbayev reported on the implementation of the Karachaganak project. Kazakhstan’s net revenue interest made USD 13.3 bln. Under the agreements achieved on Kazakhstan’s acquisition of the 10% stake in the project the contactor will transfer 5% in the project to Kazakhstan, and sell another 5% for USD 1 bln.

On Monday Geneva played a host to the negotiations with Argentina on Kazakhstan’s WTO accession. Kazakh Economic Integration Minister Zh. Aitzhanova and Argentina’s Permanent Representative to the WTO and other international organizations in Geneva Alberto D’ Alotto signed the protocol. The negotiations on the access to the market of goods and services with the Kingdom of Saudi Arabia were also completed. The signing of the protocol is scheduled for the second half of March in Riyadh. During the negotiations were discussed the following issues: customs duties for import of goods, which are of commercial interest for Saudi Arabia.

Kazakhstan and Saudi Arabia also reached an agreement on conditions of access for foreign companies to the Kazakhstan market of transport and energy services.

1st Vice Premier of Kazakhstan S. Akhmetov reported to President Nursultan Nazarbayev on Monday on the results of his working visit to South Kazakhstan region and flood damage mitigation efforts.

“9 districts of the region were struck by floods. About 10,000 people, 700 units of equipment and the Kazakh Emergency Situation Ministry’s forces were mobilized there. The local administration took the necessary measures. We monitor now where the water flows run,” Akhmetov said.

Nursultan Nazarbayev underlined, it is necessary to monitor all potentially dangerous regions.

53 rural settlements at 20 districts of South Kazakhstan region were hit by floods. 428 houses and 7 social facilities are flooded so far. 418 families (2,260 people) were evacuated.”

Besides, Akhmetov reported on the amendments to the agro-industrial complex development program, modernization of live stock breeding on pastures, fodder cropping, fish rearing for sales and agrarian science development, implementation of Available Housing program and power sector development efforts.

Akhmetov informed the President also of the progress of implementation of the Zhanaozen socioeconomic development plan for 2012-2022.

“Kazakhstan will step up investment in the new program “Affordable Housing 2020″ to increase construction up to 4 thousand apartments a year,” Chairman of the Agency for Construction and Housing and Utilities Infrastructure Serik Nokin told the Government’s sitting o n Tuesday.

According to him, in 2013 financing will be increased by KZT 25 billion from KZT 9.6 billion to KZT 34.6 billion. From 2014 till 2020 KZT 35 billion annually will be allotted for the program. 

“Under the second dimension of the new program “Affordable Housing 2020″ on construction of lease housing will be included several categories of citizens,” S. Nokin said

According to him, among the persons on the affordable housing waiting list will be participants and invalids of the Great Patriotic War, socially vulnerable groups (11 categories), officials, workers of budget organizations, soldiers.

There will be built housing of the 4th class comfort. The cost for one square meter will be KZT 80 thousand (not including utilities and seismic intensity of the region).

In Astana construction cost of a square meters will not exceed KZT 120 000 per 1 square meter (not including utilities).

“In case of exceeding the fixed value, the difference in price will be reimbursed by the local budget”, S. Nokin said.

Besides, Nokin noted that taking into account the social significance of this dimension, financing for the draft program in 2012 will be increased from KZT 10 to 20 billion.

Totally in the period of 2012 to 2020 about 40 thousand of persons on the affordable housing waiting list will be provided with housing.

In his State of the Nation Address Nursultan Nazarbayev urged the Government to develop the program “Affordable Housing 2020” till 1 July 2012.

Kazakh Prime Minister Karim Massimov instructed 1st Vice Premier Serik Akhmetov to “hold a meeting of the State Commission on Economy Modernization in March so that in April we can adopt the program.”

He also charged to include the project G4 City and the program for the demolition of dilapidated housing in Astana into the program Affordable Housing 2020.

“This is a key program, which will influence on the execution of the President’s instructions,” Massimov concluded.

On March 7 Vice Minister of Industry and New Technologies Tuleushin, deputy governors of West Kazakhstan, Atyrau, Mangystau regions responsible for innovation development issues convened in Uralsk to debate the innovation development of the western regions and strengthening of the innovation potential of the country’s oil and gas sector.
