Russia and EU discuss results of OSCE Summit in AstanaThe presidents of Russia and the European Union have discussed results of the OSCE Summit in Astana in the course of the Russia-EU Summit held in Brussels on December 7. President of the European Council Herman Van Rompuy has said it at a press conference following results of the Summit.

The EU head noted that within discussion of results of the OSCE Summit in Astana, in which Russia’s Dmitry Medvedev, President of the European Council Herman Van Rompuy and President of the European Commission Jose Manuel Barroso took part, the European side confirmed again its position that it is necessary to work together to combat threats of stability and security.

“We still face unresolved protracted conflicts which remain a threat to stability and security of both the European Union and Russia. The EU actively participates in ensuring long-lasting and peaceful settlement of these conflicts”, Herman Van Rompuy said.

The EU representative gave three specific examples in this sphere.

Firstly, the EU made specific proposals on an early resumption of formal negotiations on the Transnistrian conflict settlement.

Secondly, Brussels emphasized significance of the principles of peaceful settlement proposed by the OSCE Minsk Group as the best variant for an agreement achievement on the Nagorno-Karabakh conflict.

Thirdly, the EU welcomed personal efforts of the Russian President on tension reduction and decision making on the Russian-Georgian conflict.

“We called for restoring the meaningful OSCE presence in Georgia and activation of efforts on achievement of agreements between both sides on security situation and humanitarian and human rights issues, consistent with the 2008 cease-fire agreement, and with full respect for territorial integrity and sovereignty of Georgia”, the President said.

The Astana Summit of the Organization for Security and Cooperation in Europe required huge organizational work which was performed by Kazakhstan and its Leader Nursultan Nazarbayev. President of the Russian Federation Dmitry Medvedev said it at a press conference in Brussels December 7 following Russia-European Union Summit.

As the Russian Leader noted, the negotiations with the European side focused on the results of the OSCE Summit. “I can say that this Summit required huge organizational work. In whole, that was a very useful event. However, we should admit that the Summit revealed all defects of the OSCE and its helplessness in adoption of decisions”, D. Medvedev said.

In this view, the common objective of all OSCE member states is to fill the Organization with new potential and new content. “Probably, we should abandon the old stereotypes which are sometimes used by this Organization. We would like to move our cooperation in the directions we have agreed on, for example, as the initiative of Russia and Germany on launch of Russia-EU Committee which will concentrate its efforts on foreign policy and security on appropriate ministerial level”, the Russian President added.
Besides, as D. Medvedev informed, the talks focused also on regulation of the Transnistrian and Nagorno-Karabakh conflicts. “We will continue discussing these problems in a trustful and frank manner. I hope this will allow us to approach to solution of these problems and reach a number of agreements”, he stressed.

Dimash Syzdykov

Russia will join the WTO separately, being a Customs Union member. Russia President Dmitry Medvedev said it answering journalists’ questions at the press conference after the EU-Russia Summit in Brussels.

‘Being members of the Customs Union we will join the WTO separately. It does not contradict anything. There can be many unions but there is only one WTO’, D. Medvedev said.

President of the European Commission Jose Manuel Barroso noted that Russia may join the WTO being a member of the Customs Union. ‘We hope that the other members of the Union (Kazakhstan and Belarus) will join the Organization soon too. They do not have to do it at the same time, they can do it when they want’, the Head of the EC said.

It should be reminded Russia completed negotiations on joining the WTO. On the threshold of the EU-Russia Summit the memorandum on mutual understanding was signed.

As was earlier informed Kazakhstan plans to have completed negotiations on joining the WTO by the yearend.
